are you talking about holds on a single order or all holds i guess you are talking about a single order if so then query order in order organizer and move to action button ---click on additional order information you can find a hold tab there.

Check if you set the default inventory organization in Order management system parameters.

Assign Organization to that responsibility from inventory responsiblity.

Like You wana to access Organization V1 from Responsibility Order Management XX then you need to provide access of Org V1 to Order Management XX from inventory super user responsibility
