display of records

hi

i have a situation where i need to display only few records in a form.
i am giving a condition
if (:dept.deptno=40) then
clear_record;
end if;

but the record is not cleared automatically. it is getting cleared once i go into that particular record. what else can i do. can i use exec sql to display records based on a conditon.
