How to define setups for intransit items in oracle

Hi ,
Scenario,

Business Process: In our infrastructure organization ,we have one transmission lines project, in that there are only 2 ways to claim the bills to the respected client.here there is no problem with one process but the second one is
1. Intransit sale items : We directly buy the items from the supplier and sell them to respected client with some profit. so for normal items we follow procure to pay process means we will take those items into inventory stock.
But while come to intransit sale items how can we take them and what is the process i mean setup in oracle inventory.
Please anyone can advice.
