Unable to create Legal Entity (Basics)

Hi All , I need your help please. I am learning oracle using Vision instance , I am unable to create a legal entity in Vision instance. When I click "Add another row" button I am not getting any response from oracle. Before that in creating Legal entity window I am getting this error#65279;
"The descriptive flexfield with application name Human Resources (PER) and name Location Address (Address Location) is not frozen. Please contact your system administrator."
Please advise me on this.I got stucked

go to descreptive flexfield and choose the application 'Human Resource' and Descreptive Flexfield 'Address Location' and check on Freeze and compile
