Account Hierarchy Manager does not work

Hi Members,

Unable To Lauch Account Hierarchy Manager. Page Opens But Java Applet
Does Not Work. Below gives error in java console

java.sql.SQLException: ORA-20001: APP-FND-01542: This Applications Server is not authorized to access this database.
ORA-06512: at "APPS.APP_EXCEPTION", line 70

I have disabled server security and in result no error in java console but again page open and java applet does not work
