Break Header Pricing

Dear Friends,

I have a problem with the pricing of service item, i'm trying to make a "Price Break" of that item. while i'm making an order, it can't calculate the price according to the provided price list, it tell me that it can't find the item with the UOM that i maked in the price list . If i changed the line type of the price list to "Unit Price" the order run well,
I had tried that in the vision demo, it works fine with price break and calculate the order successfuly.

I don't know what is the problem ,
Is it a must to make a contract for the service and create a counter for that item
or there is a program that i must run for that price list
Please Help
can any one tell me how to solve this problem
