Tax Code-GL Account segment at Responsibility leve

We set a new responsibility for Payable superuser. It has a separate , GL, SOB, Legal Entity, Operating Unit and Inventory Org which are also assinged at responsibility level.
We assinged Financial/payable Option sucessfully and GL Accounts of Liability correctly (assinged at responsibility level)
But while creating Tax Code, system show GL Account enable at Site Level not at Responsibility Level. This Responsibility has a separate SOB, Legal entity, OU and Inventory Organization and set at responsibility level.

I already implement the same setup on Test Server which is running successfully and in use of test users.



We enable these profile options at responsibility level and attached;

MO: Operating Unit
GL Set of Books Name
HR:User Type


Is there any other profile option for WHT or Tax?

We did not run "Replicate Seed Data" on Test Server and on Live Server. Is it because of "Replicate Seed Data"?
