.pll in form 10g

I have create a library with .pll and save it in a folder then change the form_path in envir: variable and in registry and then attached but it is not work it give me the compilation error that this procedure is not found.
what i have to do to solve this problem.
Plz tell me detail steps about this.

call the procedure as
library_name.procedure_name
