prob while creating value sets

hi All,
I'm facing an error. Its on Solutions Beacon Oracle apps instance. i'll tell u in more detail:
1) I login & click on general ledger responsibility.
2) go to financials>>flexfield>>validation>>sets
3) when i click that it shows the error.
The error is:
"The Condition : SET_QF.FLEX_VALUE_SET_NAMEasas could not be evaluated because of error ORA-00920: invalid relational operator."

I dont think this is a setup issue.
