any body can help me in succession plan and career

Module? = HR
OS? = unix
The management asks me to create a succession plan and career management for our company, really don?t have any background about implementing this issue. Oracle version 11i.i've been implemented a customized appraisal system.
Is it possible to create a succession plan and career management without linking to appraisal system in oracle which is built in oracle?
Is SSHR required to implement it?
