unable to connect appslogin page from browser

Hi
I installed fresh oracle R12 on my PC. I shutdown yesterday and when today I restarted the server I am not able to get AppsLogin page

http://vision.erpstuff.com:8000/oa_servlets/AppsLogin

Unable to connect

Please help...

also did u start the services and all started with status 0??
