how to handle changing regions or country names?

Hi,

What is the best way to handle if different sets of users view regions differently? For example, if one set of salespeople view Asia region to include Russia, but another set of salespeople exclude Russia, so there is not a universal view of what a "region" is.

Also, how are country names accounted for? What standard is used to account for a country's name changes (e.g. East Timor in 2002)?

I was wondering how global ERP implementations handle these region and country name issues.
