Accrual Plan Setup (Seeded Formula Customization)

Hi Guys,

I am in a middle of implementing HRMS.
I need a little help.
I have setup an Accrual Plan (I have used PTO_HD_ANNIVERSARY) seeded formula. Annual Leave value 14 in accrual band.
With this formula the entitlement to the employee is 2 per month (when i view it in "View Accrual" screen) and It always resets to zero in December.

<b><b>What i want is it should entitle 14 leaves equally per month over the year (14/12 = 1.167) and from employee's hire date.</b></b>

Kindly guide me what changes should i make to the seeded formula to get the above mentioned result.
