Try putting the Start and End Dates for the "Costing" and "Transfer to GL" to be the day of the payroll run (normally end of month).

If you mean that there are no list of values for Element Entry Screen. Then you have to check two things:
1) All Elements have links created for them starting from correct effective date.
2) Make sure Effective start date for the element itself is correct.

Correct the date either in the API or in Organization form and retry again.
