Go to Inventory->Setup->Oragnizations->Oragnization Access
Here you allow the required Org.

We set a new responsibility for Payable superuser. It has a separate , GL, SOB, Legal Entity, Operating Unit and Inventory Org which are also assinged at responsibility level.
We assinged Financial/payable Option sucessfully and GL Accounts of Liability correctly (assinged at responsibility level ...
