Check whether that recipe validity rule has that Inventory organization assigned to it.

Also make sure that the items in the formula are assigned to that Inv org

As a general rule a period in OPM is 1 month and at the end of the month when all the transactions are complete, you need to run the ACP, and cost update so that the cost is correctly calculated.
