Eaxactly ! You are absolutely right & concept is same but functionality doesnt work e.g. Pre-payment uses for the check/EFT etc but check & EFT is not available in Global & some others legislation according to the Oracle Corp -:)

Skip Rule can reslove this matter.
Put the clause 1st run value =1.5% and define if this is 5th run then process ,5% ELSE skip

All people told u right solution , in ur scenario u can make another input value as Interest Rate ( which will be processed in formula ) and willbe entered at the time of entry of principal amounte e.g. Amoutn 25000 , interest rate 1.5
