go to descreptive flexfield and choose the application 'Human Resource' and Descreptive Flexfield 'Address Location' and check on Freeze and compile

i cant open new period although i closed previose period permently closed.
where i open january and run request,it is complet-error

cost center is dependent segment on business unite
