Does any one of any interface table or api to load banks, bank branches and supplier bank account information to Release 12,

You can't change the name of SOB bt Short Name can be changed.

R u talking about segment Qualifier or value Set?
N ur answer is Oracle does'nt allow you to change qualifiers after freezing flexfield.
