In Oracle Field Service, Field Service Dispatcher, Field Service Representative and Customer Service Representative are in 3 different time zones. Due to which dispatcher is unable to assign the task to the field service rep. How to overcome this problem.

What are Prod, Test and Dev instances and what is Vanilla Implementation and are there any other implementations apart from vanilla implementation.

Go to Sys Admin, in profile options, open MO%Security, at MO Top Operating Unit, you need to remove Vision Operations at the site level and enter your own so that you will have all the 7 territories in your fresh instance.
