Its charging the expenditure organization ( to which employees belong) for the work done by it's employee in the project owning organization.
This is in short very brief. Please refer to the oracle projects costing guide. It does have good example.

Hello,
Please check all of the below:
1. The organization should be classified as project/task owning organization in HR.
2. The organization should be active.
3. The organization should be in the project/task org hierarchy.
