Hello, If you have created project and wbs, all you have to do is to check the project's status should allow entry of new transactions (check in the project statuses forms). Its charging the expenditure organization ( to which employees belong) for the work done by it's employee in the project owning organization.

Please check all of the below:

1. The organization should be classified as project/task owning organization in HR.
2. The organization should be active.
3. The organization should be in the project/task org hierarchy.
