You have 2 SOB's.
SOB 1 is in GBP and SOB 2 is in USD
Now what are the options you have ....
Option no 1: Performing MRC and Consolidation
You will create a Reporting Set of book for either SOB 1 (to convert it to USD) or SOB 2 (To convert it to GBP)
After that you need to perform consolidation,
if you want all balances to be in GBP, then Consolidate SOB 1 with Reporting SOB of SOB 2 and vice versa for USD balances.
Option no 2: Perform Translation and Consolidation
No reporting set of books required.
Perform Translation of your primary set of books
Consolidate the translated balances to your parent set of books..
Under both the options you are required to perform the consolidation, and you can consolidation for different chart of account structures. One time setup of mapping is required.
You said you want to do MRC, which means you wanted to have Reporting Set of books... yeah you can have, what is preventing from doing so ? We will be more interested in knowing the error message you are receiving if you have tried it in the instance.

Rao: The definitions you have given for MRC, translation and consolidations are correct.
What is the MRC currency? If MRC currency is different from GBP and USD, then you should have two MRC SOBs. Then you need to do consolidation for reporting.
Still not clear? Explain with specific issues.

I Assume now this is what you have did,
Primary Set of Books is defined as below:
SOB 1( COA 1, Calendar, USD)
SOB 2 (COA 2, Calendar, GBP)
You defined Reporting Set of Books as below:
For SOB1 = RSOB 1 (COA2, Calendar, GBP)
For SOB 2 = RSOB 2 (COA 1, Calendar, USD)
Now you are trying to assign the primary set of books with the reporting set of books ...
SOB 1 with RSOB 1
SOB 2 with RSOB 2
You are facing an error (no values in LOV field) at the assignment stage ....
The reason being :
The Primary and Reporting SOBs should have the same calendar and chart of accounts.
Suggestion:
Create Reporting set of books with same Chart of Accounts and then perform consolidation.
