No Entries Found For Balancing segment values

Hi all,

I need to create new Inventory for new Ledger.
I created Ledger, values for Balancing segment in KFF value set

I create Inventory -> input parameters, but I can't choose value for Balancing segment in ACCounting Flexfield.
It issue: "No entries found for List of values -> APP-FND-01436 No Entries Found For List Of Values"

In the old Ledger, I created inventory successfully.

Please help me resolve this error|!
