Reg: Cost Allocation Flexfield

In Cost Allocation Flexfield there 6 Flexfield Qualifiers
1. Assignment
2. Balancing
3. Element
4. Element entry
5. Organization
6. Payroll

What are these nature of these qualifiers.

Can we use same Structure of Chart of Accounts and also Value Sets.
If i am using COA as the following structure
Company.Department.Account.Sub Account.Future
I gave Company as Balancing and Account as Natural Account Qualifier.

My Conclusion is i want to maintain Employees at Operating Unit Level. So i assigned HR Organization at Operating Unit level.

Can you suggest at what segment level i have select cost allocation flexfields.

Dear oracleapps1983,

All the segments have to be enabled at the Balancing Qualifier
Comapny --> Payroll Qualifier
Department --> Organization Qualifier
Accounts --> Element Qualifier
Sub Account--> Element Qualifier
Future --> Payroll Qualifier
