services error

hi in oracle finance 11i, the starting pages are not opening.it means we will go to internet explorer after we will click on E Business suite and next we will give user id and pass word etc . the pages are not opening properly.

regarding the services the concurrent mgr vis service not responding properly when iam trying to stop. it is giving error 1053 the servie ding not respond to the start or control request in timely fashion. and when iam starting it is starting with out any error. is it because of this the pages are not opening or what?
