Tax Recovery Rate

Gurus,

I am setting up E-business tax and have set up regime, tax, tax status and jurisdiction but on getting to create tax recovery rate, I discovered that its only the first search button that i use that works out of the three (tax regime, config. Owner and tax). I mean if i go to tax 1st and search, it will work and the search button in tax regime and config. owner will not work.

Pls. has anybody got the solution or encountered the same probrem before as i have been stuck here for about a week now.
I have disable personalization to no avail and i have tried the same setup on solution beacon and it worked.
