Production Basis Planning

My client requirment is

We are already implemented MDS, MPS, & MRP planning, but our problem is MPS not considering production planning.

For example our monthly production capacity 60000, and we get a order from customer of 110000.So that we are unable to deliver that much quantity for that month. Based on that sales order automatic requisition created for the purchased item.
Our monthly production capacity is 60000, so why we should bye for 110000 quantity.
For that purpose we want to restrict this. How it can be possible please suggest me.
