Flat rate cell phone charge at the employee level

Hi Everyone.

I'm relatively new to Oracle Apps, so apologies in advance if this is a basic question.

We want to charge the subset of employees who have a company cell phone a flat rate per month for personal use of that cell phone.

I'm assuming that I need to create an Element and make it apply at the employee level. Can anybody please offer information on the above?

If there is any criteria for the cell phone like grade, department etc? or
you have to assign to all employees? or
you want to assign manually?

then it will be easy to reply.
