R12.1.1 gl setup ledger post error

Hi,

R12.1.1 in Win2k3.
Currency in Primary ledger is SAR, and the Secondary ledger USD.

1. When I set up secondary ledger I getting this error.

Java.sql.SQLExpception:ORA-2001: HR_7220_invalid_primarykey: ORA-06512: at ?APPS.HR_Organization_api?, line 4872 ORA-06512 : at ?APPS.GL_LEDGER-PKG?, line 111 ORA-06512l: at line 1.

Then I logon again then there is no error show up. Why it getting error?

2. Then I post primary ledger then it is not completed successfully. Getting error
?Error21 ?Unable to determine Conversion rate to replicate journal?.

Leger ? xx primary ledger
The Conversion ? Currency : SAR, Type coming as ?User? not able to changeable to XX_Rate_Type

But if we change Currency: USD, then the Type can select any value from LOV. And post will complete without error.

3. The same thing happening in The Secondary ledger. The default currency USD then the type not selectable, if we change SAR then type can select and post completed successful.

What is the problem?
Why the default currency not working?
Is there any mistake in setup?
