ROI (Routing=Inspection Required)

Hi; Has anyone experience loading data using Receive Transaction Interface where (Receipt Routing=Inspection Required).

Scenario is; want to create trasnaction as follow;
1. Create Receipt
2. Accept / Inspection
3. Stock Deliver to Inventory

I have found solution where you can load data with Direct Delivery, but our scenario is to perform inspection than stock deliver to Inventory. If anyone can help please advice.
