If you have Oracle Cloud Always Free account then you can be in this situation. Unfortunately Oracle Cloud always free don't have any option to recover from this situation in paid accounts you need to create SR or your administrator can reset it for you. If you will asked for help in Oracle Community Forums then Oracle cloud team will ask you to switch your always free account to Paid account and then send SR to Oracle team to get it resolved.

Using Chat
Please follow below steps to reach MFA team from cloud.oracle.com .
1. Directly Cloud Support team by chat at https://www.oracle.com/cloud/
2. Select the option "Get Support" within the chat window and then choose ' Cloud Infrastructure (OCI) including Free Trial. "
3. Please type "Live Agent " in chat window and h enter it will ask you to a question to connect to live agent Please select "Yes".
This will redirect you to a live agent who can hep you on MFA issue.
