Unable to See Position hirearchy for Document type

I Created Position Hierarchy but when i want to attach that to document types i am unable to see my defined position hierarchy.

From Purchasing module when i run Fill Employee Hierarchy it is show some hierarchy where employees are not assigned

Can any one help me out from this

in financials options hrms tag enable the herarichy check box then postion will apper in po doc.

Run the request "Synchronize WF local Table" from sysadmin responsiblity then see issue resolved or not.
