app-pay-06153: System Error: Procedure INIT_FORMS

I'm trying to learn Oracle EBS R12 by myself. I've gone through some training materials and i'm practicing now.
I was going to define Location in HRMS but got an error "app-pay-06153: System Error: Procedure INIT_FORMS at Step 1".
Can any one please assist me with this?

Until now I have:
- defined users and responsibilities
- created accounting flexfield
- entered values for Segments

It looks like the site for HR: Business Group and HR: Security Profile were empty in Profile Options.
