The above error is normally due to no connection of the tomcat server with the database server due to account lock or listener being down.

The default life of the following user's password is 180 days,

login as SYS user

APEX_PUBLIC_USER
APEX_LISTENER
APEX_REST_PUBLIC_USER
ORDS_PUBLIC_USER;

ALTER USER APEX_PUBLIC_USER ACCOUNT UNLOCK
ALTER USER APEX_PUBLIC_USER IDENTIFIED BY new_password
