error in setting FND USER as approver in AME

hi,
i have created an approval group wiht single approver in AME for the transaction type quote total.the approval group member is from the fnd_user table not from HR ie, he is not an employee.when i initiate the approval process through the quoting sales manager responsibility i got the error
<b>APP-236243: no username can be found from user_id = 1005628 and person_id=</b>
here 1005628 is the user_id in fnd_user table for the approver in the approval grop.
