Budget transfer across Balancing segments

Our chart of accounts structure is like
Balancing Segment.Cost Center.Natural Account

Now, is it possible to have top-down budget hierarchy built on balancing segment values i.e. keeping the Cost Center.Natural Account combination fixed.

In other words, assign a budget to Balancing segment value 101
and transfer it to values 102 and 103.

Please reply when this Balancing Segment is an Operating Unit
1. Under same legal entity
2. Under different legal entities
