Task Creation in Existing Project

Application Version: 11.5.10.2
Module: Project Billing
PATSK1PB.pls Version- 115.89.90.5
Projects Patch set level 11i.PA.L.

Query: Creating Task in the existing project using API (I belive there are no open interface tables for task creation). If anybody knows or developed or come accross such development. Please suggest me which API i can use?

Now i am using PA_TASK_PUB1.CREATE_TASK API to upload the tasks in the existing project.

After creating task through this API, Issue a material for this task or project. i am getting the following error message.
"You cant create transaction for this task coz it is not in a published structure".

Any Clues or Any Solutions, Please do reply.
