Shipping parameters

Hi I am not able to attach the shipping rule which i made in order management in the shipping parameters. When i click on the LOV of ship confirm rule in the shipping parameters its says no list of values. I tried making new shipping rule but still not able to attach it. I am working on 11.5.9 version

KIndly send us the steps you have done for setting up the shipping rule, maybe you have missed something...
