TDS and Withholding Tax Both can use at same time?

I am doing an implementation project where our clint requires to use TDS ( India Localization) and withholding tax both. This can be possible to do.

I want to know one thing, you are india localization, then what is the need for using, withholding tax, any way you can use both at the same time

When you are in Indian Localisation , what is the necessary of using Withholding Tax. However as far as my knowledge TDS and With holding Tax both are almost same. So you can use TDS.
