Alert is a seperate responsibility.
In which u can create both Event Alert or Periodic Alert against any tables or views.

First u need to decide what is the type of Alert You need to create for that .Only if i know the scenerio for the requirement of Alert creation i can explain you how to create Alert.

For Alert you need Oracle Alert license then you define alerts according to your needs and frequency that is event & periodic alerts.

like when I issued Post dated Cheques, system has to give alert on / b4 the Due date of cheques.
