APP-FND-00874: ROUTINE FDFBDF FOUND NO ROWS IN TABLE FND_DESCRIPTIVE_FLEXS

Installed R12 with Rapid Install.
Applied patch 6394500_PTB for Brazillian Portugese.
Applied patches 6456912 and 6436512 for Brazil Localizations.
Cannot compile descriptive flexfield.

Using General ledger Super user responsibility.
Also tried to compile from adadmin too.
Setup-> Financial -> flexfield-> descriptive-> segments
search for "Additional Legal Entity Information" or any other unfrozen descriptive flexfield.
Tried to freeze it, compile it and getting the error:

APP-FND-00874: Routine FDFBDF found no rows in table FND_DESCRIPTIVE_FLEXS.
