How Oracle Configures Vision?

Hi All,
Just a matter of thought that how Oracle configures Vision instance. For example if we explore vision then to setup up territory you need to have Legal Entity Manager responsibility assigned but on vision 12.0.4 you can check that it is not assigned to any user.

One more thing is that; why the datafiles size is 36.8 GB fresh instance (PROD/TEST) while the vision size is 128.9 GB?

We need to dig out to find if it is possible to reduce this size which will help in reducing installation/cloning/backup time.
