As this was not an Oracle Apps database issue so I moved it here. Now coming to the problem check on server if listener is running.

c:\>lsnrctl80 status

start the listener service or start using lsnrctl80 start.

Note: Pl check the exact name of executable it should be lsnrctl or lsnrctl80.

Locally on server you will be able to login but when you will use connecting string then listener is used and if it is not running then it will give error.

Thanks
