manager reporting

Department Manager's supervisor is not able to access Dash boards.
For Ex: A is the manager of Dept 1 and B is the manger for Dept 2. C is the supervisor of A and B. Now, A and B are able to access the dash boards of their respective cost centers. But C is not able to access any of the dash boards. ?

Any help on this is appreciated.
