How to merge two operating unit customer into one

Dear All,

How to merge two operating unit into one. As we can not merge the customer sites across two operating unit. We were looking at two possible option:
One is to merge two sites across operating unit, alternatively create the new sites under the same customer.

Please advice if there is a functionality available to merge sites across operating unit or can we use RA_CUSTOMER_INTERFACE table to upload new customer BILL_TO and SHIP_TO account to an existing customer.
