How to setup the ?city? ?

Hi,

R12 in NT. PROD instance.

The resposibilty configured only GL, HRMS.

in HRMS responsibly.

How to setup the ?city? ?

To create the Organization, I select the Saudi Arabia, then it need City information. But the LOV is empty. How to populate the city? Which Flex Field need to setup?
