Can someone share all the setups which we have to do when we create a new project using Oracle Project, so that the project should be ready for all actual transactions like PO, Expense Report, WIP Transaction, Timecard, etc.

Hello,
If you have created project and wbs, all you have to do is to check
the project's status should allow entry of new transactions (check in the project statuses forms).
You have to change the status of the project to a status which allows entry of the transactions.
Also you may have to setup expenditure category and expenditure types for entering transactions in projects module.

In short, expenditure categories are parents of expenditure types.
Expenditure items are lines which transferred to PA from other modules such as AP, PO, INV etc.
You can define expenditure items by expenditure types, and category with expenditure category.
