Problem while Oracle 11i Projects Foundation Setup

Hi I can't see Job Categories while Job Setup in Oracle 11i Projects Foundation Setup

I carried out following below steps

Create the First Job
1. Responsibility = Projects, Vision Services (USA)
2. Navigate to the Job window
? (N) Setup: Resources and Organizations: HR Foundation: Work Structures: Job > Description

Field Value
Job Group XX-Project Jobs
3. Position your cursor in the Name field
4. Open the Job Flexfield window (CTRL + L)

Field Value
Job Code XX1
Job Name ASSISTANT
5. (B) OK in the Job Flexfield window
6. Enter today's date as the start date
7. (I) Save
Define Extra Information for the First Job
8. (B) Extra Information
9. Select Job Category in the top region
10. Position your cursor in the Details field. This opens the Extra Job Information flexfield.
(WHEN I POSITION MY CURSOR IN THE DETAILS FIELD NOTHINGS OPENS AS THE WHOLE FORM IS BLANK.)

THERE IS NO JOB CATEGORIES...

Can anyone please help me ....
