Prevent back order for internal order

Hello all,
We are implementing ERP 11i and the system generate back order ,but there is a problem that the system generating the back order for both customer order and internal order .
What i want is to find a proper way to prevent the back order being taking from internal order or automatically cancel the backorder records

your response will be high appreciated
