Leave Accrual - 2 leave type - single Balance

We have a requirement where in we have 2 different leave types but the Balance is only one. So there are 2 leaves - Casual and Annual. Both feed the same balance which is stored in Grade Rate. so in grade rate value is say 42. If employee applies more than 7days of leave only then it is treated as Annual.
Problem is since there are 2 different leaves how to maintain a single balance for both. As we have 2 different elements, accrual plans. Only same thing is Accrual FF.
Is there any API availble to update the entitlement balance.
Any other way that we can achieve this using configuration. Thanks in advance.
